Dealer has to stand on 17 or above, but the specific rules of the variant in question determine whether the dealer is supposed to hit or stand on soft 17 (soft signifies a combination that contains an ace – in this case an ace and a 6).

21 + 3 is one of the most popular side bets and it is a wager on the combination of the first three cards that are dealt – the two player’s card and the dealer’s card that is facing upwards.
